The first mission of the project will start on Monday the 10th of September.
|

The purpose of this contract is to support the implementation of the
“strategic framework for aquaculture development for Sierra Leone” through a
comprehensive base line study of the sector. By the end of the project
- 1.
The potential for aquaculture
development is assessed; - 2.
A comprehensive description of
the aquaculture sector providing basic information on the economic aspects,
species to be farmed, availability of production inputs, most suitable areas,
legal framework etc., has been realized; - 3.
The constraints to the development
of aquaculture are identified and discussed and mitigation measures proposed.
The results of the first phase will be discussed and proposals
presented at a validation workshop which will take place at a later date.

As for the seasons 2010 and 2011, COFREPECHE and his partner MRAG ltd. will manage the observing programme of the purse seiners and the farming facilities.

The Recommendations by ICCAT establish a Regional Observer Programme (ROP-BFT) to ensure 100% coverage:
of purse seine vessels over 20 m during all the annual fishing season; of all purse seiners involved in joint fishing operations, irrespective of the length of the vessels; during all transfer of bluefin tuna to the cages and all harvest of fish from the cage.
From April 2010, the ROP-BFT will be operated on behalf of ICCAT by a consortium between Marine Resources Assessment Group (MRAG) and COFREPECHE (Cofrepêche). The MRAG/COFREPECHE Consortium will carry out observer recruitment and training, equipment purchases and observer deployments under the supervision of the Secretariat.

The consortium lead by COFREPECHE will evaluate, on behalf of the DG MARE and over the next two years, the fisheries partnership agreements between the EU and third countries . The independent evaluations will be performed before, during or at the end of the fishing agreements or of their protocols.
Assessments of the activities of the DG MARE on behalf of the EU within Regional Fisheries Organisations of which the EU is member are also planned.

The second phase will assist in setting up data collection protocols to evaluate the socio-economic impacts of the anchored FADs and analyse the available data through the work carried out by fisheries officers in each country for national and regional management of FAD dependent fisheries.

The establishment of FAD in the framework of the SWIOFP overall project (funded mainly by the World Bank) aims to improve economics conditions on coastal small-scale fisheries. The present study consists of the realization of two objectives: 1) assist the national teams in the development of protocols for data collection in order to feed the socio-economic indicators required at the time of launch of the FADs, 2) produce a synthesis report based on information available through the surveys conducted and to consider options for optimal management of fisheries on FADs at the national and regional levels.
Countries supported: Comoros, Kenya, Madagascar, Mauritius, Mozambique, Seychelles, Tanzania.

The market study is undertaken within the EU funded Programme Smartfish (first phase 2011 - 2013)
|

The activities consist of a desk study period and four weeks in the sub-regions to analyse the markets of aquaculture and capture fishery products traded in Southern Africa, Eastern Africa, the Horn of Africa and the Southwestern Indian Ocean Islands. The aim is to propose concrete actions within the Smartfish programme to develop the regional fish trade (key beneficiaries: the private sector mainly). The study is undertaken jointly by two market analysts, whose one is a permanent staff of COFREPECHE (Mr. Vincent Defaux). (see further details in the project reference). Smartfish (programme for the implementation of a regional fisheries strategy of the Eastern and Southern Africa and Indian Ocean Region) is managed by the Indian Ocean Commission with the technical support of Agrotec managing the Coordination Unit, based in Mauritius. Smartfish started its activities in March 2011.

These observers will be deployed on the Italian Tugs vessels to the next bluefin tuna fishing season (from May 15th to June 15th). That will be the first time that these vessels will embark observers.

Client : Project SWIOFP - IRD. With field missions included, two international experts will evaluate the impacts of FADs in various countries of the South West Indien Ocean.
|

The establishment of FAD in the framework of the SWIOFP overall project (funded mainly by the World Bank) aims to improve economics conditions on coastal small-scale fisheries. The present study consists of setting up an overview of FAD fisheries and presenting more specifically a portrayal of each FAD fishing category ( occasional, targeted in association with other fishing profession and mono-specific) and to understand the in and outs of each as to highlight positive elements to be considered for the establishment of FAD in countries that do not have any. The results of the analysis will give guidelines of the effects of the establishment of FAD on the fishing communities, the global fisheries management and the food supply. This will lead to setting precious markers for the success of the establishment of FADs in Kenya, Madagascar, Mozambique and Tanzania. Furthermore, the study will define a number of FADs fisheries survey indicators. The choice of the analytic and interpretation framework and of the indicators will be made in consultation with the people in charge of the coordination of the 4th component of the SWIOFP project. The SWIOFP is mainly funded by the World Bank. This study within the SWIOFP is funded by the French Funds for the World Environment (French abbreviation: FFEM). The study is coordinated by the SWIOFP Institutional partner: IRD, French public science and technology research institute under the joint authority of the French ministries in charge of research and overseas development.

Activities under the scientific supervision of the IRAF (Agricultural Research Institute and Forestry):
- Inventory of available data on the state of fisheries resources in Gabon and formulating proposals for action to improve the current situation
- Completion of two stock assessment campaigns in the continental zone and determining the significance of exploitable resources (with on-site training provided)
- Analysis of environmental factors and socio-economic issues affecting the sustainable management of stocks.
Activities of the foreseen second phase consisting of:
- the implementation of recommendations of measures,
- the training in evaluation and management of stocks and
- the development and establishment of an observatory of marine and inland fisheries
are planned for 2012 subject to extension approved by the client and the AfDB (initial contract under tender: 30 months).

The ICCAT is the International Commission for the Conservation of Atlantic Tunas.
The 2008 Recommendation by ICCAT amends the previous ICCAT Recommendation to Establish a Multi-Annual Recovery Plan for Bluefin Tuna in the Eastern Atlantic and Mediterranean [08-05]. It establishes a Regional Observer Programme (ROP-BFT) ensuring 100% coverage: - of purse seine vessels over 24 m during all the annual fishing season;
- of all purse seiners involved in joint fishing operations, irrespective of the length of the vessels;
- during all transfer of bluefin tuna to the cages and all harvest of fish from the cage.

COFREPECHE will be continuing to manage the SFP Programme through the PMU up to November 2010 with their consortium leader and partner Indemar. The 'SFP' is a Programme aiming at Strengthening Fishery Products Health Conditions in ACP/OCT countries with funds from EuropeAid (44 millions euros). COFREPECHE managed the PMU from October 2002 (its start) to February 2010 under a previous contract too.
